Ethiopia’s Courts Approve Three-Year Judicial Transformation Framework

Bahir Dar, September 30, 2019 E.C. (Amhara Region Supreme Court)

Ethiopia’s courts have approved a three-year Judicial Transformation Framework following deliberations at a special national conference of judicial leaders held in Bahir Dar.

The conference brought together the President of the Federal Supreme Court, Hon. Mr. Tewodros Mihret, along with presidents of regional supreme courts and the presidents of the appellate courts of the Addis Ababa and Dire Dawa city administrations.

The three-year Judicial Transformation Framework presented at the conference is designed to sustain and coordinate ongoing efforts to modernize and fundamentally transform the delivery of judicial services. It is intended to strengthen coordination between federal and regional courts, promote the wider adoption of best practices, and consolidate the gains achieved through previous reform initiatives.

The importance of collaboration and coordinated operations among courts was also emphasized during the deliberations, with participants underscoring their critical role in improving the quality and effectiveness of judicial services.

Furthermore, the framework is expected to contribute significantly to expanding digital justice services to woreda-level courts, thereby improving access to justice and enabling the judiciary to respond more effectively to the public’s demand for timely and accessible judicial services.

The framework was jointly developed by the Federal Supreme Court and regional supreme courts through the national forum of judicial leaders. Its implementation is expected to provide a common strategic direction for judicial transformation across the country and establish a coordinated basis for carrying out planned reforms over the next three years.

The approval of the framework marks an important step toward strengthening collaboration among Ethiopia’s courts, advancing judicial modernization, and ensuring more accessible, efficient, and effective justice services for the public.
