The Second Annual Conference of Amhara Region Courts Judges, being held under the theme \u201cEnhancing Access and excellence in Judicial Service,\u201d has continued its deliberations today on various legal and justice administration issues.<\/p>\n\n\n\n

As part of the conference program, Dr. Menbere-Tsehay Tadesse delivered an extensive presentation and provided detailed explanations to participating judges on civil law and civil procedure law.<\/p>\n\n\n\n

Dr. Menbere-Tsehay stated that applying the law in practice is a core judicial responsibility, while the primary mission of courts is to administer justice by resolving disputes on the basis of law and evidence.<\/p>\n\n\n\n

She emphasized that civil procedure law has a significant impact on the speed, cost, simplicity, and fairness of the administration of justice. She further explained that not only the substance of the law but also the manner in which it is implemented in practice is critical to the effectiveness of the justice system.<\/p>\n\n\n\n

According to the legal advisor, justice systems in many countries are recognized as being costly, slow, and complex, prompting extensive efforts to improve the administration of justice. In this regard, she noted that reforming procedural laws and ensuring their proper implementation have become major areas of focus in justice-sector reform efforts.<\/p>\n\n\n\n

Dr. Menbere-Tsehay further pointed out that many complaints and demands concerning the administration of justice are largely associated with the implementation of procedural law. Such challenges, she explained, may arise from inadequate understanding of the content and purpose of the law or from weaknesses in its practical implementation.<\/p>\n\n\n\n

Highlighting the critical role judges play in the administration of justice, she explained that judges serve as guardians of procedural fairness, impartial managers of litigation, evaluators of evidence, enforcers of the law, and reasoned decision-makers.<\/p>\n\n\n\n

She particularly stressed the importance of judges properly assessing the evidence and information presented before them and rendering decisions based on clear, objective, and well-reasoned grounds. She also explained that judicial impartiality does not mean remaining detached from the proceedings; rather, it means actively safeguarding a fair process while ensuring that proceedings are guided by law and evidence.<\/p>\n\n\n\n

Dr. Menbere-Tsehay also underscored that the legal profession requires continuous learning and professional development. She encouraged judges to continuously strengthen their legal knowledge and, in particular, to develop a deeper understanding of procedural law.<\/p>\n\n\n\n

Noting that \u201cthere may be a gap between the law and its implementation,\u201d Dr. Menbere-Tsehay emphasized that an effective justice system requires not only a proper understanding of the law but also its appropriate and consistent implementation in practice.<\/p>\n\n\n\n

At the conclusion of the presentation, participating judges raised questions and shared their views and comments on the issues discussed. The questions and points raised were addressed through responses and further explanations from the presenter.<\/p>\n\n\n\n
