(Amhara Region Supreme Court)

Training on organized crime was provided to judges serving at all levels of the courts in the Amhara Region as part of the second annual conference of judges of the Amhara Region courts, which is being held for ten consecutive days under the theme “Enhancing Access and exceling in judicial services.”

The training was conducted as part of the morning program on the third day of the conference. It covered a range of issues, including the nature, types and modus operandi of organized crime; transnational crime; human trafficking; cybercrime; and money laundering.

The training was delivered by Dr. Adi Dekebo, a lawyer and legal consultant with extensive academic and professional experience in transnational and international criminal justice and crime prevention, as well as international criminal law.

In his training, Dr. Adi explained that organized crimes should be viewed and investigated differently from other forms of crime because they are primarily committed for financial gain.

He further explained that, for a group to qualify as an organized criminal group, it generally needs to have its own structure and members performing different roles. Such roles may include coordinators, recruiters, couriers, and others who facilitate the commission of the crime, he noted.

The training also highlighted that, beyond generating illicit profits for perpetrators, organized crime can create favorable conditions for the commission of other crimes, thereby increasing the seriousness and broader impact of such criminal activities.

Dr. Adi also noted that illicit financial transfers and money laundering are among the offenses that may arise in connection with organized crime.

According to Dr. Adi, organized crimes may have a transnational character, meaning that their investigation and prosecution can require specialized investigative techniques and coordinated cooperation among countries.

He stressed the importance of giving greater attention to organized and transnational crimes in Ethiopia and strengthening the capacity of law enforcement and justice institutions to effectively address such offenses.

He particularly explained that human trafficking and cybercrime can be committed through cooperation between perpetrators within Ethiopia and those operating from other countries.

The training further highlighted that cybercrime has become an increasing concern in Ethiopia as digital technologies continue to expand and become more widely used.

In conclusion, the training emphasized the need to address organized crime through specialized investigative and law-enforcement capacities and, particularly in cases involving transnational criminal activities, to strengthen cooperation among countries in order to prevent and combat such crimes.

<figure class="wp-block-gallery
